|
It is time to elect another government through General Elections 2009. |
In the last General elections 2004, the people of this country had rejected the narrow, parochial, communal and shortsighted agenda of the BJP, which led the then National Democratic Alliance (NDA) Government for six years through two successive elections. The tall claims made by the BJP -led government regarding better internal security were belied by the shameful release of terrorists in exchange for release of passengers of hijacked Indian Airlines plane, the daring terrorist attack on Parliament and unabated violence in Kashmir. The bogus claims of communal harmony were belied by the worst communal carnage in Gujarat. The false claims of a thriving economy were in stark contrast to relatively staid economic growth, languishing agriculture growth and unremunerative support prices for agricultural produce, such as wheat and rice, mindless sale and privatization of profit making Central public Sector Undertakings and closure of loss making ones causing lakhs of job losses, turning thriving industrial townships into virtual industrial deserts and bringing misery to millions of middle class homes. No wonder, the BJP led government with its ill conceived and misleading 'India Shining' campaign was comprehensively voted out by the people and the United Progressive Alliance that promised a better future for the common man was voted in.
The UPA, an alliance of likeminded parties opposed to the divisive and regressive ideology of the BJP, has had the opportunity of running the government at the centre for the last five years. The successful, secular, strong and stable government provided by the UPA is a shining example of constructive coalition politics. The UPA partners had agreed on a consensual agenda for Governance and laid it down in the National Common Minimum Program (NCMP). The NCMP set the broad direction to be followed by the government at the centre. With the fundamental emphasis on inclusive growth for a strong nation, the NCMP reflected the priorities and programs of the government. The left parties which supported the government from outside for four and half years had a strong and positive influence on many of the critical aspects of governance during this period. Unfortunately, they parted company with the UPA towards the end on an issue linked with the long term security of the country, namely, the Indo-Us Civil Nuclear Agreement which is a historic achievement of the UPA government and has been widely welcomed by the people of this country. |

The average annual growth rate of the economy crossed 8% in the last five years compared to 5.8% during the NDA regime. |

The promise of Right to Work was partially fulfilled through National Rural Employment Guarantee Scheme (NREGS) which guarantees 100 days of wages to every poor household across the country. A total of 9.51 Crore job cards have been issued till December 2008 and employment has been provided to 3.51 crore persons. Total expenditure incurred on this scheme is Rs. 41,700 crore. |

Through Loan Waiver Scheme, farmers’ loans amounting to more than Rs.65000 Crore have been waived which benefitted three crore small and marginal farmers. |

The Right to Information Act was enacted, which empowered the common citizen and ensured more transparency in the system of governance. |

National Rural Health Mission was started with the objective of health for all. 6.48 lakh ASHA Workers have been appointed under the mission. Total expenditure on this Mission is Rs. 31,227 crore from April 2005 to December 2008. |

A major initiative to achieve the goal of ‘Right to Education for All’ was taken by substantial expansion of Sarva Shiksha Abhiyan by five-fold increase in its budget allocation. |
