Sachar Committee and Mishra Commission have concluded that the Muslim community is “almost as backward as the Scheduled Castes and Scheduled Tribes and more backward than non-Muslim OBCs”. Pursuant to this conclusion and in order to improved the socio-economic and educational backwardness of the Muslim Community, Mishra commission has made the following recommendations:-
1. 15% reservation for religious minorities in public recruitment at every level, with 10% exclusively for the Muslims and 5% for other minorities.
2. Repeal of para 3 of the Constitutional (Scheduled Castes) Order, 1950, so that not only those who profess Hinduism (or Sikhism or Buddhism, which were added later) but all persons who belong to the same occupational groups and have remained educationally and socially backward like the SC’s should be included in the Central as well as State Lists of Scheduled Castes, irrespective of the religion they profess.
3. The minorities should enjoy 15% reservation in all Government Educational institutions with 10% exclusively for the Muslims and 5% for other minorities as in the case of public recruitment.
We demand that the recommendation of the Rangnath Mishra commission should be implemented without any further delay. We have noted with dismay certain news items appearing in a section of the media suggesting that a sub-quota of 3% for Muslims to be carved out of the 27% quota earmarked for OBCs. Muslim community will not accept a sub-quota being carved-out of the quota earmarked for the OBCs.
Therefore we demand that Rangnath Mishra Commision recommendations should be implemented and a quota of 10% exclusively earmarked for Muslims.
